Following the discussions at the joint members today, I have met with Colin and informed him of the strength of feeling.

I have asked Colin to go away and discuss with Michael Kenworthy the process that has to beundertaken to terminate the licence that RCLL presently have.

I feel I have to write to all EM's as we will ultimately have to make the decision.

Colin and I will also meet with Jason Harborow to discuss a way forward, initial ideas are that Louise Hughes who manages the Neptune, when open, maybe could manage the Royal Court, and programme the calendar for 2007/08?

The facility would exist for the Comedy Club to continue on a franchise basis, and they would provide us with the required dates to deliver the comedy programme. Louise would then build a programme when the theatre is dark.

It must be understood that this could hurt us politically!

I will do all I can to prevent political damage, but before I give the final OK to Colin, I need total commitment from all EM's that this is the course of action we all want to undertake.

If the decision is to follow this course of action, Monday at the latest, can I ask all to be silent on the decision both with the press and other members/officers, I will then undertake to work with the Officers to cultivate RCLL in believing this is the best way forward for them.

Can you please let me know as soon as possible what your view is?

LEAKED EMAIL NO 2: Oooooooeeer, Get her! "I DON'T NEED ADVICE ON THE CITY SOLICITOR'S POSITION - I AM PREJUDICED...."

THE STORY SO FAR:

Warren is not speaking to Colin, who is not speaking to him back. But Colin IS finally speaking to Dr David about LDL. Colin has also told Warren, in a leaked email, that he wants to appoint Chris, Peter and Richard (amongst others) to become Assistant Exec Directors of the bankrupt city council at a cost of about half a million quid. But Colin doesn't have any money left in the kitty cos it's all been spent on Culture, so a few low-grade staff may have to be sacked instead. Meanwhile Colin has warned all the LIb Dim Cabinet (who he IS just about still speaking to) that he is taking expensive legal advice on the appointment of the new City Solicitor because they all think the current hopeful incumbent, Ken Unworthy, aka the bald legal eagle, is a complete fuckwit and absolutely useless and shouldn't get the £100,000 job. Lib Dim Councillor Marilyn Fielding, one of Dr Dave's very many blonde female friends, has just read Colin's warning email over her Sunday breakfast and has, typically, hit the roof. She has reached for her £8,500 council computer - but it isn't working. So she picks up her blackberry instead. Now read on...)

I will not be needing any advice either internal or external to advise me on my position regarding the solicitors position.

As you are well aware Colin I said in a meeting with you Phil Halsall and Warren Bradley that I would not appoint Mike Kenworthy to that position. I said at the time I made that statement that I was prejudiced and would not be able to take part in the interview

I have also told you about a conversation I had with an Ex Director (no doubt another cosy chat with Dr David McElhinney, chief executive of Liverpool Direct Limited and aka the hated rottweiller, eds) re this position so I am confident therefore by the comments in your email that prejudicial interest relates to officers as well as members.

REVEALED: BAND AT CENTRE OF SECOND PROBE INTO HARBARROWBOY

THIS is the band 'SIRENZ'* who jumped the queue over other groups at the 2006 Mathew Street Festival.

The Crosby-based six-piece were at the centre of an internal council investigation into the actions of the Harbarrowboy and a second un-named senior council official.

It is alleged that both officials abused their public positions of trust to ensure that SIRENZ appeared at the Festival.

The Harbarrowboy, who was in charge of the 2006 Festival, and the second official are alleged to have used their positions to enable SIRENZ to circumvent the official judging process.

Unlike every other local band which appeared at the Festival that year, SIRENZ were not approved by an independent panel.

They were simply given one of the best slots at the Festival.

It is not clear what relationship - financial, professional or personal - the band have, or had, with either the Harbarrowboy or the un-named official.

Of course their is no suggestion that SIRENZ (dramatic logo above right, eds) paid any money to either official in order to appear at Mathew Street.

Nor is there any suggestion (yet, eds) that the Harbarrowboy stood to benefit in any way from making sure they got the gig.

But since Colin Cover Up has now effectively silenced the probe by paying off the Harbarrowboy with £250,000 of council taxpayers money, it is unlikely that we will ever find the answers to these questions.

WHAT A STUNNING IDEA FROM THE CULTURE COMPANY!

We know this is swimming against the tide of public opinion, but we must congratulate the Culture Company on their latest brainwave.

They plan to drain Liverpool's historic Salthouse Dock to create a 20,000 seater venue for a televised BBC charity concert.

Then they want to stun the fish who swim in the dock before safely transporting them to a temporary new home.

A giant goldfish bowl will then be created in the centre of Liverpool where people will pay a fiver to splash around with the rescued fish for the world premiere of an exciting performance art concept.

(We've made this last bit up, eds. The rest is totally true, unbelievably. )

If this madcap, crazed and crazy scheme ever sees the light of day, we will kiss Sir David Henshaw's personal wad, take Colin Cover Up and his mum for dinner (humble pie on the menu, eds) and buy the Harbarrowboy his very own sun lamp.

(So there's a huge incentive for you to actually try and deliver something, lads)

We know Tony Parrish has made much of there being something very fishy about the evil cabal, the city council and the Culture Company. But this is ridiculous.

The woman who put Brian May on top of Buckingham Palace for the Queen's Jubilee concert is apparently behind this bonkers scheme - forced by the lack of major concert venues in Liverpool. The Culture Comp have enthusiastically taken the bait.

Computer generated images have already been shown as part of a glossy presentation to senior officers of the city council, who were apparently left gasping for breath, stunned as a proverbial salty fish and open-mouthed. (No change there then, eds)

The Beeb are all very excited about this unusual use of licence fee payers money.

How much developing this scheme has cost the city's council tax payers so far, is anyone's guess.

How much it will actually cost to stage is astronomical - and rumoured to put £250 on council tax bills for every single home in Liverpool.

Nice to know your hard-earned money is being spent so sensibly, isn't it?

Of course, the Culture Company could be making yet another rod for their own backs.
Or they may be fishing for badly-needed compliments.

The Harbarrowboy could, true to form, prove as slippery as an eel and be spinning us another line. (Although the Daily Post earnestly repeated details of this bizarre plan today, apparently completely straight-faced, eds)

It could also, very obviously, be the one that got away. (Sorry about that, couldn't resist, eds)

In the meantime, if anyone would like to phone the RSPCA to protest about cruelty to the poor fish being stunned, please be our guests.

And if anyone would like to form a Capital of Culture Fish Fanciers Society, please contact us asap.
