However, all is not lost.
As Pete informs us on his rather excellent blog, his place as "dj" is going to be taken by The Harbarrowboy, fresh from the hacienda.

EXPOSED: A TALE OF TWO CITIES - SPIN VERSUS SUBSTANCE


WE reproduce below, for your entertainment, the full text of the press release issued by Randy Newman on the sad occasion of the resignation of Jason Harborow, aka The Harbarrowboy.

It is a triumph of spin over substance worthy of serious study by students of the genre (he means us, eds).

So we have, therefore, provided our own translation. Enjoy.

"Jason Harborow, Chief Executive of Liverpool Culture Company, has announced today that he is stepping down from his post.

Translation: We have been forced to pay off the Harbarrowboy, because the Fireman Bradley’s stupid emails and secret meetings meant that Jase could take us to the cleaners for constructive dismissal with all the attendant disastrous publicity that would ensue from such a high profile case. And we couldn’t stand another round of ruinous headlines in our Culture year.



...He has successfully steered the Culture Company from its inception to readiness...

Translation: Jase has spent all his time feathering his own nest and looking after his own interests, by hopping from one job to another in his four years at the Fun Palace. He made sure that he never stayed in the same place long enough for the penny to drop that he couldn’t deliver a stamped addressed envelope if it killed him. (Which it very nearly did). Everyone agrees the Culture Company is utterly ramshackle, incompetent and hopeless and no-one has the foggiest idea where all the money has gone or what is supposed to be happening.

...of the Culture Company, including raising private sponsorship funding...

Translation: He couldn’t even do the job he was originally appointed to do – raise private sponsorship. The city council is still £5million adrift of the amount he promised to raise, no-one knows whether a penny in hard cash ever came in – it was always support ‘in kind’ which meant that we are now knee deep in crap Echo non-stories, Sayers pasties and sausage rolls, Ethel Austin undies and free legal advice for Jase from Hill Dickinson...

...and the delivery of the much acclaimed artistic programme for 08....
Translation: No one has acclaimed the artistic programme at all, except for us at the city council and the Echo. At least half of the population seem to be scratching their heads and wondering when something is going to happen, but we don’t give a toss about those oiks on the council estates, obviously. Most of the good stuff has been put together by our established cultural partners, but we have claimed all the credit and have managed to slap our 08 brand on everything that moves. Tee hee.




Mr Harborow said: “I have fulfilled my pledge to the people of Liverpool...
Translation: I have ripped you mugs off, big time. By the Christ, I have filled me boots with your dosh. Dick-heads. I am laughing all the way to the bank – and you have let me! Fantastic result.

...my job is done...
Translation: “I have spent the last six months on the sick and got full pay! That amounted to £100,000 in the bank for doing fuck all - except sit in the hacienda sucking ice lollies. I have achieved what I set out to do – bugger all. And since my sick pay was going to go down to half the amount, I thought I would jack it all in now and let my drinking mate Col pay me off with a handsome cheque.

...and it is time now for a new challenge”....

Translation: I am going to see Bradley off first of all, by submitting an official complaint to the Standards Board. Hasitall and Cover Up have been egging me on to do it for months and nothing would now give me greater pleasure than
to see Bradley barred from public office. Cheeky bastard. Who the fuck does he think he is? It’s us officers who run the council, not the morons like him who stand for election. With a bit of luck, I will come across as the innocent victim of it all. Even though I cocked up Mathew Street, everyone will forget all that when Bradley is led in chains down Dale Street. Then I am going to do a bit of consultancy to any other European cities who are gullible enough to pay any attention to a word I say and give me lots more lucre. I might do a bit of extra shopping in Chester, I have got some personal stuff to sort out and after that it will be a life of Riley back at the hacienda. But not Joe, obviously....




He is moving on to pursue new business interests and is to step down from his post at the end of the month...


Translation: We have no idea what he is going to do now and we don’t care, we just want to see the back of him PDQ.



He went on to say: "I have very much enjoyed my time in Liverpool...
Translation: This bloody city has been a fucking nightmare. First Finnegan sussed me out as a total fraud within weeks, but Henshaw thankfully got him out of the way for making sure the papers knew Henshaw wasn’t going to get his pension. Then Forde started kicking off about me cutting the Mathew Street budget and threatening people’s safety. What do I care about Scousers? But thank Christ Forde packed it in too. I had to laugh when Bradley had a go at him. It was priceless! If you ask me my recipe for success, I would say that I soon learnt not to stay in the same position for too long – so no-one cottoned on to what I was doing, until it was all too late. I have to say I learnt from the master - Sir Diddy. He taught me everything I knew. Must go for a coffee with him, next time I am in Manchester. I suppose I will end up paying as usual.

...It has been a tremendous challenge but we are there...
Translation: Thank Christ I am getting out of here before it all goes pear-shaped.

...2008 will be the beginning of the future for Liverpool and its entire people, and I am grateful that I was able to play a role in that...
Translation: This sounded really good when Randy read it to me over the phone, but now I have no idea what it means. I hope he doesn’t mean all that Creative Communities bollocks that the Scousers were obsessed with trying to promote. All those horrible unemployed people – trying to teach them about Culture was a bit like teaching Hasitall financial management. A hopeless case. They deserved being ripped off. Numb-skulls.

...Other personal business opportunities have opened up for me next year and I wish to concentrate my efforts on these...
Translation: I shall bullshit my way around the world.

...I have therefore taken the decision to leave now, confident that the programme for 2008 will make it the most successful Capital of Culture ever...
Translation: I am getting out of here sharpish, before people wise up. With my pockets full of dosh.

...I am leaving behind a strong organisation moving forwards into its delivery role..."
Translation: I have left it all in the hands of The Ego Our Lord Redmond, who just wants his name in the papers and nutters like McCogloose, who will just agree with the first person she hears. Half the staff are applying for other jobs like it is going out of fashion, the other half daren’t admit they work for the Culture Company for fear that it will ruin their reputations for life. The place is a total laughing stock. And I haven’t mentioned the money yet. But that’s your problem now, suckers!



Colin Hilton, Chief Executive of Liverpool City Council, said: “Jason has made a huge contribution to the city over the last four years in leading the team that has developed such a strong programme for 2008.

Translation: Am I really supposed to say this? Are you sure? I don’t know what the hell has been going on over there for the last four years. Where has all the money gone? No one has got a grip on it at all. Consultants kept on waltzing in and out as if they owned the place. They probably did, with all the money the city council was paying them. It wasn’t for me to interfere either. I am a council bureaucrat, I don’t do culture. I have no idea what the artistic programme is at all. But the brochure has lots of nice pictures in it. I just can’t be bothered to turn the pages. My mum seems to like it though.

...He brought flair and a commercial edge to our work....
Translation: Jase was great. He seemed to know lots of people in the private sector, which was obviously a very good thing, and he brought them in regularly to help us out with all kinds of things. They did an excellent job, by all accounts. One of these friends of Jase’s presented me with a nice grey fleece, which keeps me very warm, and also gave me a lovely wooly hat for my mum. Which was really very kind and thoughtful of him, I thought. They have done a fine job for Liverpool – just like BT and Liverpool Direct. It has been a real partnership. I am just waiting for a full report about what has been achieved.

...and will always be remembered for his enthusiasm and ability to engage the support of the most top level people across sport, government, the arts and other institutions.”


Translation: Jase was a terrific bullshitter. The Government ministers were so gullible it was incredible and they believed every word he said. Don’t ask me why. I don’t know who half these people are. I recognised a few faces from the telly though. One of them got a ticket for my mum to go and visit the House of Lords. She had a really nice day. Redmond went with her – he said something about going on a recce. The cultural lot/arty farty set were a piece of cake – they wouldn’t say boo to a goose, anyway. Even if Jase had pissed all over their chips.



Bryan Gray, Chairman of the Culture Company Board, said: "I would like to thank Jason for his contribution to the success of the Capital of Culture over the last few years.
Translation: I can’t believe I am saying this. Jesus, the things I have to do for these clods in Liverpool. Good job I have taken it over now, after I told that Fireman Fella what was what. He soon got the message. Pygmy.

Translation: I am not giving any radio interviews about this tosser. I would choke on these words.

PICTURE EXCLUSIVE: CAUGHT IN THE ACT! HARBOROW AND HILTON AT THE AFTERSHOW PARTY - THICK AS THIEVES (which is about right really, eds)

OUR exclusive picture reveals Jason Harborow, Chief Executive of the Liverpool Culture Company (and currently on sick leave apparently, eds) carousing with Colin Hilton, Chief Eecutive of Liverpool city council, which is in negotiations with solicitors to pay-off the Harbarrowboy with £250,000 of council taxpayers money.
The happy couple were snapped by one of our supporters at last night's after-show party at the Empire to celebrate the launch of Liverpool, Capital of Culture, 2008.
(We apologise for the poor quality - but would also like to unreservedly praise our brave and intrepid cameraman for having the bottle to snatch these two in the act, eds)
Both men laughed and joked as they downed the free beer and wine which flowed (they had to pay for spirits at the bar so they opted for the free stuff instead, eds)
The Harbarrowboy also spent some time locked in conversation with the smiling assassin Hasitall (Mr Phil Halsall, Executive Director) who controls the city council's purse strings and has so far allowed the council to chalk up £29 million of debts, mainly because of Jason's incompetence.
Who invited Jase is not clear. Who allowed him into the party is also not clear. But he obviously appears, to coin a phrase, to have "friends in high places."
His presence has already caused minor ructions, however.
(Thank Christ someone at least understands what is proper behaviour and what is totally improper behaviour, eds)
Councillor Marilyn Fielding, who has a deserved reputation as the rottweiller McElhinney's tame poodle, has surprisingly objected in the strongest possible terms and has emailed her Lib Dem colleague's with a tirade against the Harbarrowboy, demanding heads should roll because of his presence.
So she is obviously not completely beyond redemption.
But nothing of course will happen and CoverUp will no doubt mumble the usual bureacratic bollocks to any councillors who attempts to challenge both his personal and professional behaviour, integrity and honesty.

REVEALED: BAND AT CENTRE OF SECOND PROBE INTO HARBARROWBOY

THIS is the band 'SIRENZ'* who jumped the queue over other groups at the 2006 Mathew Street Festival.

The Crosby-based six-piece were at the centre of an internal council investigation into the actions of the Harbarrowboy and a second un-named senior council official.

It is alleged that both officials abused their public positions of trust to ensure that SIRENZ appeared at the Festival.

The Harbarrowboy, who was in charge of the 2006 Festival, and the second official are alleged to have used their positions to enable SIRENZ to circumvent the official judging process.

Unlike every other local band which appeared at the Festival that year, SIRENZ were not approved by an independent panel.

They were simply given one of the best slots at the Festival.

It is not clear what relationship - financial, professional or personal - the band have, or had, with either the Harbarrowboy or the un-named official.

Of course their is no suggestion that SIRENZ (dramatic logo above right, eds) paid any money to either official in order to appear at Mathew Street.

Nor is there any suggestion (yet, eds) that the Harbarrowboy stood to benefit in any way from making sure they got the gig.

But since Colin Cover Up has now effectively silenced the probe by paying off the Harbarrowboy with £250,000 of council taxpayers money, it is unlikely that we will ever find the answers to these questions.

EXCLUSIVE INTERVIEW WITH THE HARBARROWBOY....


The following is an amazingly funny interview with the Harbarrowboy in the city council's magazine, Council People. The ironies are delicious. So make yourself a brew, pull up a chair and enjoy. Our comments, are of course, in red....

Driving ambition
Council People may have met Jason Harborow out on the road on the 08 bus but his own ambitions - for the city and for himself - are more sky-high than just getting from A to B.
The Liverpool Culture Company chief tells us why this city is on a roll and how after a great 2008, 2009 and beyond will be just fine too! (Doesn't make sense, but let that pass)


For you where did the road to the Culture Company start? (ditto)
I left school at 16 and went on a Youth Training Scheme and began working as a lifeguard in a sports centre, so right from the start I have always worked in sport and leisure. I came to this part of the world to work for Wirral Borough Council and settled here. To be given a chance to be involved with what I consider to be my home city (despite the fact that I have a wooly back accent and wouldn't know one end of the city from another) was an opportunity too good to be missed.
I love work and I love what I am involved in now. (especially the huge dosh and the freebies)
Tell us about your school days. Were you a swot or a skiver?!
Neither really! (I was just a hairy-arsed blagger) I was good at sports and got through school being the best rugby player and the best sprinter and that enabled me to get round teachers in a way that I might otherwise not have been able to! I loved school and threw myself into school life in a big way. (Then I got excluded for trying to sell the other kids bikes at break-time)
I'm one of those sad parents who tells their children their school days are the best days of their lives! [Jason has a six-year old daughter as well as two stepchildren]. (although the Culture Company has been like a bloody kids playground ever since I was put in charge)
What's it like working in Liverpool?
Very challenging. Everyone knows everyone, (except we don't know who that Tony Parrish fella is) everybody's got an opinion on everything. These are all things that can conspire against you if you don't approach them in a positive way but if you do, it can also be your greatest strength. (and I can always fuck off to Spain with the proceeds anyway)
All eyes are on the Culture Company. How do you cope with some of the press coverage?
There's no other local organisation that has the scrutiny the Culture Company has. (This is me talking utter bollocks of course, but she is still writing it all down - we have got away with absolute murder. No one knows where all the money has gone. Lets keep it that way).That does come with its pressures and there are times when we feel that the criticism is not as fair as it could be but I have to keep the team motivated and keep them well informed so they don't find out things through the papers. (I am taking the piss here - staff get the mushroom treatment from me)
Generally, the media is very kind to us (especially since we have bought off the Echo, Post, Radio City and Murkeyside) and we have always got to take it on the chin. You're always going to have a mixture of good and bad and it's a question of being able to deal with it, of being mature. (So when things like Mathew Street happen, I won't go running away from the TV cameras like an overgrown schoolboy and then hide away in Spain counting my loot and pretending I have done nothing wrong.)
What has been the highlight since you've joined the Culture Company?
The way in which the perception of Liverpool has clearly changed. When I used to go down to London in 2004 you still used to hear all the old stereotypical jokes and comments whereas now we are looked upon as a serious operator, a grown-up city and are asked for advice and guidance. (I am really taking the piss now. We have, of course set back Liverpool's image for decades because of our mishandling and incompetence. No-one listens to us in Whitehall or Westminster. We have spent a fortune on personal PR for me and my mates in the Culture Company and it still hasn't worked. And we have betrayed the city and thrown away its best chance in a generation. But I am laughing all the way to the bank, suckers!)
Come 1 January 2009, what will Liverpool be left with, other than a sore head?!
08's main legacy will be confidence. (Did I really say that? And they have put it in the paper too! Gullible fools!) We need to be proud of what we have here and get used to talking it up like other cities which have undergone a big change like Manchester.
Also, I don't think we really understand yet the impact the Arena and Convention Centre Liverpool will have. (Chas will get very rich from it and will look after his mates)
You're now heading up the Culture, Media and Sport portfolio, what excites you about that?
I am lucky really, I've got the fun portfolio! (and £150 grand a year with 10 per cent Performance Related bonus every year. Its fookin fantastic. And I don't have to do a dickey bird except cock things up! The fireman and his fools have fallen for me getting a job with the council hook, line and sinker!) It's very high profile in that everything we do is public-facing. Coming up, we've got the new 50-metre pool opening and the refurbishment of Central Library. But our main job when 2009 arrives is that we don't slip into the situation where there's not as much happening as before. (This is meaningless gibberish, but she is writing down every fucking word I say, I can't believe it!! I hope she doesn't ask how many jobs will have been created, how many lives have been changed for the better, or how many deprived communites in Liverpool have been given new hope and investment. Because its a big, fat zero - unlike my bank balance. Bloody hell, what a great life I've got. Pass me a raspberry ripple, someone.)
Any ambitions left?
To get my pilot's licence. (And to fly away from here as fast as possible)
Where do you see yourself in 10 years' time?
Happy! And spending more time with my family. (Chillin' in the hacienda)

It was da scissorsisters waiting to happen.
Oh Frock! They all criedly-eyed. Who can we blame this on?

Liverspole makes national news and even Jeremole Paxo smirky face with a perm and tashy lip talk pretended to interview Terry and Barry and said “ On Newsnole Tonole Calm-down, calm-down….as Livepule’s Internaspernole musole fistula is called alf” and newspapers around the world translate “Cultureload My Arse!” in every linguode.
The whole country unites as all but one and laughy out loud til dampy in the eyeline and trickle spot the trouserleg too.

But then they cried again without the laughyeyes for themselves and what they could have done with the awarb.

Woollen Bradlow cancelled all the reception dinners for that day and gather the custard complainy at The Little Big Horn pub.(Custards Last Spam)
Bradlow was spitter with roage to suggest Jasno Holloborrow must be related to Catherine the Great as equally infamoule for habling one big cock-up after another.

CAPITAL OF CHAOS/MATHEW STREET DEBACLE: AND ANOTHER ONE BITES THE DUST!!!!!

THE crisis-hit Culture Company has been rocked today by a new departure - the resignation on the dotted line of Operations Director Chris 'do I look that?' Green.

Speculation is mounting that 'do I look that?' Green reluctantly decided to take the rap after Colin 'Cover Up' marked his card over the about-to-be-published Mathew Street inquiry.

Insiders believe 'do I look that?' opted to fall on his sword, rather than be publicly knifed for incompetence in the report, which has been closely supervised by 'Cover Up' and the Harbarrowboy.

He decided to walk the plank just days after the announcement that the North West Development Agency had suddenly seconded Bernice Law to be in charge of 'operational delivery' at the Culture Company.

This was a huge vote of 'no confidence' and the proverbial kick in the face with a Size 12 steel toe-capped Doctor Marten, for 'do I look that' Green, who had been (theoretically) in charge of operations.

Of course the decision to go of 'do I look that?' , makes Event chief' Lee Forde's claim against the city council for constructive dismissal, even stronger than before (oh good! eds)

Forde regularly reported his fears about Mathew Street directly to his line manager - one Chris 'do I look that?' Green.

It's unlikely that 'do I look that?' failed to pass these on to the Harbarrowboy, who would have then passed them on to 'Cover Up'.

But both senior managers (on half a million quid between them, eds) have been adept enough to avoid having to make the ultimate sacrifice themselves.

And they now appear to have found an ideal substitute for the axe. (See also Has Jase done a runner already? )
'Do I look that?' was, predictably, one of the last appointments of the evil dictator, Sir Diddy David Henshaw, who shoved him into the Culture Co in the dying days of his crumbling regime. (AHA!, eds)

'Do I Look that' was also given the job in charge of Corporate Sponsorship on the glowing recommendation of the Harbarrowboy, with whom he had worked previously. (There's nothing quite like the old pals act for arranging well-paid jobs at public expense, is there? eds)

As power went to the impressionable head of Jase and he got ideas above his station - and well above his mediocre abilities - he ensured the pliable and grateful ''do I look that" Green was always trailing firmly behind on his coat-tails.

After being promoted and put in charge of Operations by Jase, it was clear to everyone that "Do I look that?" Green was well out of his depth as the pressure mounted and the Culture Company was rocked by a series of cock-ups.

"He looked like a frightened rabbit caught in the headlights", said one Culture Co insider. "He was Jase's 'yes' man. He would always do whatever Jason wanted."

It looks now as though he has made the ultimate sacrifice for the Harbarrowboy - but with a hefty pay-off.

PS It is now clear that Liverpool's Capital of Culture year is being run from Warrington and the headquarters of the North West Development Agency.
Their Chairman, Bryan Gray has been quietly installed as Chair of the Culture Company Board with his hands tightly on the money.
He has brought in Ms Law to watch his back and make sure 2008 doesn't end in complete disaster.
Never one to seek the limelight, Gray has willingly given responsibility for all public statements and spin to Phil 'I'm the city's saviour' Redmond.
Fireman Bradley is an increasing irrelevance.

WANTED 'DEAD OR ALIVE' - THE HARBARROWBOY............ or............. CULTURE COMPANY IN ANOTHER SPIN

The list of professional Scousers and 80's has-beens being lined up for the Culture Company's launch 'ceremony' is growing.

Latest addition to Jase's "team" is Pete 'button yer lip' Burns - unless fate hits him with another plastic surgery disaster.

Brave Pete has promised to turn up on January 12th, whether Dead or Alive.

His loyalty to Liverpool has already got the Harbarrowboy and his Culture Crew spinning right round, baby, right round, like a recor....(oh shut up will ya! eds)

Any suggestion that Pete has been booked because he is still mates with Jayne 'Mersey Tunnel' Casey would be totally without Foundation. (Of course, eds)

We are sure he will be worth every penny of his appearance fee - it may even pay for some extra plastic surgery so that Pete can celebrate 2008 with another new look.

But Christ knows what Burns will do on the night - perhaps a reprise of his legendary appearance with George Galloway on Big Brother?
















Perhaps a sparkling duet with Cilla? That would be a lorra, lorra laughs.

Perhaps he will just do his gobby Scouser "act"?

Whatever Jase decides on, we are sure it will show Liverpool's unique contribution to 21st century culture in the most positive global light.

REDMOND: THE RAKE'S PROGRESS, OR HOW TO WIN FRIENDS AND INFLUENCE PEOPLE (NOT). EPISODE ONE - "I WANT 'SCOUSE' CULTURE"


SELF-styled 'man of the people' Phil Redmond is already making a tremendous impact on Capital of Culture.


The multi-millionaire's exhortation to every headbanger in the city to ring the Culture Company with their madcap schemes has already got staff in open revolt.

The procession of nerds, nonentities and ne'er do wells out to try and make a fast buck out of public money, has resembled a lengthy queue of X Factor rejects.

Long-suffering Culture staff, already victims of the Harbarrowboy's regime of chaos, have taken to posing as passers-by to avoid the procession of Culture Company callers who have obviously just escaped from the nearest loony bin.

Staff have also begun to find all sorts of meetings and other wondrous excuses to be out of the office when the phones start ringing off their hooks with nutters at 9am every morning.

Porters have now been positioned to repel any suspicious boarders from the decks of the Titanic.

So, when it might have been wiser to try and win the loyalty of Culture staff, Redmond appears to have quickly alienated them.

And that's not all.

Should any of these idiotic ideas be pursued beyond the back of a fag packet, the creators will quickly find that there is no money left in the cupboard to pay for them.

Unless our multi-millionaire Cultural saviour wants to dip into the £30million he trousered from the sale of Mersey TV to pay for something himself?

If not, the disappointed might end up a bit disgruntled with Redmond too.

And that's not all.

Redmond appears to have alienated Colin 'Cover Up' too by blabbing to the meeja about 'his' plans for 2008, without first agreeing the line with the city council.

Hilton wandered un-noticed into Culture the other day and after about an hour, when he finally managed to attract the attention of a handful of staff, was forced to apologise for Redmond's shock and unaccountable outburst.

In fact, the first that the Culture Company's £75,000-a-year Communications chief, The Invisible Man, Paul 'We'veforgottenhisnameagain', New about it all, was when someone mentioned in passing that TV cameras were filming the unelected Redmond outside the Town Hall.

Hilton promised those staff who were still listening to his mumbling that he would be having a strong word with our new Cultural guru and would be marking his card in future. (Gee, Redmond must have shat himself at that, eds)

And that's not all. (Thought not, eds)

Our hero also appears to have alienated the Labour Party, of which, unaccountably, he is still a member. (Is he trying to buy himself a peerage then soon? eds)
Redmond had the brass neck to appeal to the Labour Party to cease its entirely legitimate questioning and critiscism of the activities of the Harbarrowboys inside The Fun Palace at Millennium House.

He wanted them to stop. To cease. Forthwith.

And thus leave the way entirely clear for him to bravely step into the breach and parade himself as the saviour of our city.

Joe Anderson's response to this remarkable request was suitably short, eloquent and to the point.

And that's not all.

The Lib Dems are similarly up in arms at Redmond's suspicious arrival on the scene of the Culture car crash, thus diverting any chance of favourable publicity next year away from their current leader, Bradley the Fireman (tell me the same old Storey, eds)

And that's not all. (oh get on with it, will ya? eds)

Those in the city who can best be described as 'the chattering classes', 'the great and the good' or ' the usual suspects' are also getting hot under the collar about Redmond.

They are already asking questions about Redmond's connection with Liam Fogarty's campaign for an elected mayor.

Word in the boardrooms is that Redmond has been secretly bankrolling the Mayoral campaign, although we have seen no evidence of this. Yet.

So, after stepping reluctantly into the limelight to introduce Macca at Anfield, Redmond will then presumably wait for a delighted and grateful populace to carry him shoulder high to the Town Hall.

In fact, at the moment, the only people who appear to approve of Redmond is our local meeja.

The Echo in particular has been wedged so far up his arse that it has almost disappeared from view (no such luck, eds)

One journalist has been heard to speculate that the Echo's abandonment of any pretence at neutrality, impartiality or investigation may lead to an official complaint by the NUJ to the Press Complaints Commission.

The Echo's tame and uncritical subservience to the drawling Deputy Dawg, who appears to think he has just wondered on to the set of a third-rate soap opera, is apparently justified as being "in the city's best interests".

Which, interestingly, is also how they justified their silence over the criminal activities of Henshaw and the evil cabal.

In 2002 Phil and Alexis Redmond sold part of their Mersey TV stake for £30m to private equity group LDC in a management buyout. In 2005 LDC and the Redmonds sold out to London-based rival All3Media in a deal reported to total between £35m and £45m.

WORLD EXCLUSIVE: McCARTNEY TO PLAY ANFIELD - Macca 1, Harbarrowboy 0


PAUL MCCARTNEY is to play at Anfield during Capital of Culture, 2008.
And the ludicrous scheme to stun fish and drain Salthouse Dock for a concert has finally been abandoned (More on this in subsequent posts....)

The McCartney gig - which is the answer to the Harbarrowboy's prayers - will be announced on September 27th.

(Unless the fact that we have just announced this world exclusive forces some of the papers to suddenly wake up, or that bloke whose name we always forget who is the Culture Company's highly paid Communications Supremo gets his arse into gear quite unexpectedly, eds)
Macca had been due to travel to Liverpool for the special announcement in two weeks time - but now has a prior engagement and sadly won't be attending. Jase will be bitterly disappointed - he was hoping to bathe in Macca's reflected glory.
Incredibly, some terribly po-faced cultural bores were also opposed to the McCartney gig being announced on the 27th, because it would take attention away from the rest of the cultural programme for 2008 which will be revealed at the same time.
But then they are labouring under the misapprehension that the second rate fare they have cobbled together matters more than the city's most famous son turning up in 2008.
Originally it had been hoped that McCartney would headline the ludicrous Liverpool Sound concert at the Salthouse Dock.
But, as we exclusively predicted ages ago, the Culture Company have now been forced to admit that their plan to dredge the dock and stun all the fishy inhabitants, is a non- starter.
It would have cost £6.5million to get the fish out safely and biff them over the head safely before transporting them to a giant tank.
So now attention will switch to Anfield. We doubt, however, that McCartney's arrival will suddenly undo all the damage caused by the incompetence of the Culture Company.
Or help save the necks of the rapidly disappearing Lib Dems...

THE GREAT WHITE HOPE(LESS)


And so the Great White Hope comes riding to the rescue.

Cometh the hour, cometh the man.

Step forward the lugubrious Phil Redmond, self-styled man of the people, multi-millionaire and purveyor of ubiquitous Scouse stereotypes.

Some have greatness thrust upon them, Redmond has thrust his greatness upon us (oooeeer missus, eds)

Redmond is now, apparently, hailed the saviour of Capital of Culture, determined to stop the rot, end the nonsense and finally connect Culture with the people it is meant to serve.

He has been appointed to lead Capital of Culture into the sunlit uplands of 2008, after the second Night of the Long Knives at the Culture Company Board.

First they were 24.

Now they are just six.

We hesitate to say 'we told you so'.

Oh alright then, we don't hesitate at all.

WE TOLD YOU SO!

The Culture Board was a washed-out and washed-up collection of Henshaw's tame yes men and women, who were neither use nor ornament to the great city of Liverpool.

Like the powerless Lib Dems, who sat wringing their hands in despair on the sidelines, the Culture Board betrayed the city of Liverpool and its people.

How so?
They fiddled about while the city burned with indignation.

And Redmond is just as culpable as the rest of a Board which all sat silently on their hands while the Harbarrowboy fucked over Liverpool, good style.

Not one of them raised a voice in complaint (except the principled Joe Anderson of course, eds)

Not one of them dared to have the courage to say enough is enough.

Not one of them tried to stop the Culture Co bollocksing up the city's big chance.

They stayed schtum and silent, when they should have been shouting from the rooftops.

They are all - including Mr Phil Redmond - complicit in this comprehensive failure.

Will we get an apology?

Will we buggery.

And now we are asked to pin our hopes and put our faith in the silent one?

The man who earned his fortune on the backs of Liverpool people by caricaturing the city with ugly Scouse stereotypes?

The man who gives professional Scousers a bad name?

The man who thinks that speaking up for Liverpool means saying nothing?
You must be out of your tiny mind.
We have no confidence in Redmond. We never have had any confidence in him.

He has done fuck all in the last two years and deserves to be fucked off like the rest of them. He has proved our point.

And we particularly lack any confidence in the new Redmond regime, when Deputy Dawg is the Fireman Bradley who demonstrates his powerlessness with each passing second that the Harbarrowboy survives.

The Redmond regime will make the right noises (with the right accent - carefully preserved by a strict diet of honey and roses, eds).

But he will not bring the enduring change for the better that Liverpool needs.


Nor will he seriously consult the staff at the Culture Company who have been working hard to leave a tangible legacy, despite the handicap of the Harbarrowboy's mis-management.

Oh no, instead he will dream up a few typically tabloid schemes to buy off the limp Echo - and then suddenly proclaim 2008 a great success.

Some will be fooled by the fireworks. But we won't. We have had years of Lib Dem spin that everything in the garden is rosy. We know what's what.

Take a trip to Speke, matey. Or Croccy. Or anywhere in north Liverpool.

See if you can spot a rosy garden there.

And who ever gave Redmond the authority to lead the people's Capital of Culture, anyway?

The people certainly did not.

No-one consulted US.

No-one elected him.

No-one can fire him.

And who will hold him to account for 2008?
Deputy Dawg?

Give us a break.

Self-appointed, self-interested, self-selecting.

Self-serving.

Nothing ever changes.

PS While the knife was being wielded on the Culture Company, the Harbarrowboy is away in Spain putting the finishing touches to his retirement home. He will be gone with a huge pay-off inside the next month with some spin about his job being done.

LEE BREAKS HIS SILENCE, THE FIREMAN PLANS TO QUIT, THE HARBARROWBOY TAKES A SIESTA AND COVER UP KEEPS ON TAKING THE MONEY....


CONGRATULATIONS (as Sir Cliff once sang) to Liverpool Confidential for its exclusive story on Lee Forde taking the city council to an industrial tribunal for constructive dismissal.

HERE IT IS if you have been asleep. (and very well done Angie)

Congratulations too to Mr Forde, for whom we have been rooting these last few disastrous weeks.

Good on you mate.

Colin Cover Up from the city council, the Harbarrowboy, and, we daresay, The Fireman, have all conspired to try and shove the blame for the Mathew Street debacle onto your innocent shoulders.

This is the kind of disgusting and disgraceful behaviour we have come to expect from these cowardly bastards.

We will repeat again:

‘if any one of the gang of three had an ounce of integrity in them, they would do the honourable thing and resign now’

We are told that you have enough evidence in your bottom drawer (a la McElhinney) to hang both the Harbarrowboy and The Fireman.

We hope you get the chance to use it.

Although frankly, why you would want your job back with such a fundamentally discredited and corrupt organisation must be beyond the understanding of all reasonable people.

We hope that this is merely a negotiating position and that you will be able to move on to a successful career elsewhere, after the satisfaction of giving this lot a good kicking. (Shades of Matt Finnegan wethinks, eds)
You might also get your legal representatives to examine the Echo's disgraceful 'gardening leave' story and bills which they also posted that day which read 'Culture Chief suspended' (we thought they were talking about Jase at first! eds) You may well find yourself trousering at least five figures from Trinity Mirror.

Whatever, what is abundantly clear - and has been to anyone pausing on the dock road for a second - is that the Mathew Street debacle is not going to go away, is it?

We resisted the temptation to comment on the way the city centre was left a virtual ghost town on Bank Holiday Monday. Has anyone asked how much has this spectacular own goal cost the city in lost revenue?

The Harbarrowboy did himself no favours by his ridiculous and arrogantly self-serving assertion that "it was as good as last year".

Does he really think the people of Liverpool are so stupid? (Obviously, eds)

We do not need to intrude any further into such a public pantomime.

The facts, at least those that have emerged so far, speak for themselves.

So Lee, we continue to be on your side - and at your disposal, should you wish to provide us with copies of any of the incriminating documents said to be in your secure possession.

Give us a call - no names no pack drill.

We should also congratulate you for the Liverpool Confidential story which makes it clear the contempt which you hold for the Culture Company.

Judging by the startling, but extremely welcome, chorus of boos from the crowd on Tuesday at the mention of the Culture Company, your view is shared by the people of Liverpool. (Tony started all this, eds)

So where does this leave us now?
  • We await Cover Up's whitewash report.

  • Labour's Joe Anderson will get the chance to stick the knife in again at Wednesday's special Council meeting. Ring side seats are available now to watch the Lib Dems try to keep the lid on the simmering rows and rivalries amongst them and justify the Fireman and Cover Up's woefully inadequate council investigation into 'why no-one was at all to blame for the Mathew Street thingymajig, which was really only a slight error of judgement, honest folks and lets forget all about it and move on to another great firework display next year'. It promises to be another great birthday show.

  • The Culture Company is going to be wound up before the end of the year when we will all be treated to another great show along the lines of 'what an excellent job we have all done' (Tony was right about that, too, eds)

  • The Fireman is today strongly rumoured throughout the city to have decided to quit at the end of September, presumably post another humiliating by-election defeat, but having administered the coup de grace to Bonehead's Blockheads.

  • Then the succession battle will start (that's another Storey, eds)

  • Redmond may well accept the Echo's poisoned Culture chalice and ride (or slouch) to the rescue and thereby lugubriously position himself for a subsequent shot at being Liverpool's first ever elected Mayor. (Not if Joe comes home in May, he won't, eds)

  • The Harbarrowboy will go off for a well-deserved siesta, manana. Strong and persistent rumours have it that Jase and his family have applied some time ago for dual nationality and that the family have already de-camped to Spain to enjoy his burgeoning property portfolio. (Bloody hell, 2008 is obviously going to be so bad this fucker is leaving the country! eds)

  • And Cover Up will award himself another Performance Related Pay rise.

FARFROMINDEPENDENT INVESTIGATION: NO-ONE TO BLAME SHOCK FINDINGS, EXCLUSIVE

COLIN COVER UP was told about problems with the Mathew Street festival months before it was scrapped.
The Harbarrowboy regularly gave him updates on the worries over Europe's biggest street festival.
Yet the £220,000-a-year Hilton failed to raise the alarm until it was too late.
This has all emerged from the city council's Municipal Buildings where Harbarrowboy, as the Executive Director for Culture, made regular visits from the Millennium House Fun Palace.
He reported regularly to Hilton, as his boss and chief executive of the city council.
Yet Cover Up did nothing about it (no change there, then, eds).
The word amongst senior officers - some of whom witnessed the Harbarrowboy actually briefing Hilton - is that Jase may have to walk the plank to protect his boss's job.
No doubt Hilton will be able to ensure there is a lucrative leaving package to make Jase's ignominious exit more palatable.
The revelation that Hilton was intimately connected with the Mathew Street debacle comes as no surprise to insiders at the city council.
But it makes a mockery of the fireman Bradley's protestations that he has every confidence in Hilton's farfromindependent 'investigation' into who knew what, when, and who did what about it.
So Hilton is in it up to his neck.
So too is the Harbarrowboy - he knew about the problems, but did nothing about them.
He also created the Mathew St mess in the first place - by demanding swinging cuts, forcing Lee Forde's departure.
And what about the fireman Bradley?
He personally employed both the Harbarrowboy and Cover Up in their lucrative jobs.
He has only himself to blame when their failures are now revealed for all to see.
And like any other political Leader in the known universe he must also take personal responsibility for the mess his organisation has created.
As Joe Anderson has thankfully pointed out: all this happened on Bradley's watch. He is the Captain of the Ship. He must take responsibility.
Of course if any one of the gang of three had an ounce of integrity in them, they would do the honourable thing and resign now, rather than allow this pantomime to continue.
That would at least draw a line under a fiasco which all three have personally allowed to drag on for the last four weeks.
Of course none of them do (have any integrity or honour, eds)
They don't care about the reputation of the city which is being made a laughing stock every day in the public prints.
The fireman is more concerned about his political position.
Cover Up is more concerned about his money and disappearing repuatation.
The Harbarrowboy is more concerned about the dosh he will lose and his property interests in Spain.
None of them, of course, are the slightest bothered about the looming outcome of Cover Up's farfromindependent 'investigation'.
They know that no council official has the bottle to point the finger at Cover Up, The Harbarrowboy or The Fireman.
So here is our exclusive report about the farfromindependent investigation's shock conclusions:

  • No individual can be blamed (with the possible exception of the entirely innocent Lee Forde, but certainly not the esteemed chief exec, eds)
  • The Mathew Street fiasco happened because of serious breakdowns in organisational communication between the city council and the Culture Company (this is an inevitable consequence of two huge organisations working together on a major project, eds)
  • The fiasco also happened because of some fundamental systemic failures within the Culture Company (but no names and no pack drill, it would not be fair to release the report in its entirety would it? eds)
  • The Culture Company obviously needs more experienced staff brought in for 2008 (a licence for the influx of an army of new consultants, eds)
  • The council is deteremined to tighten up some of the Culture Company's internal procedures and reporting regimes to ensure there is no repeat in 2008 (this failure is understandable with such a new organisation which has had a comparatively short history of running major events and is a little inexperienced, eds)
  • The Mathew Street festival will go ahead next year and be bigger and better than ever before and we will seriously listen to all concerned, including Joe Reilly and Rex Makin (a clumsy attempt at a reassuring sop, eds)
  • At least we have got our major mistakes out of the way before 2008 (if you believe that, you will believe anything, eds)
  • Don't worry abvout 2008 now - it's safe in our hands (cut to carefully-staged photo of The Fireman shaking hands with The Harbarrowboy, while Cover Up looks on benevolently, eds).

GOING...GOING....



WHY LEE FORDE REALLY QUIT THE CULTURE COMPANY...

EVENTS MANAGER Lee Forde quit the Culture Company because the Mathew Street budget had been slashed - threatening public safety.
The Harbarrowboy unilaterally halved the amount of money being spent on events such as Mathew Street, the Hub Festival, the Lord Mayor's Parade and the Christmas Lights switch-on. Harbarrowboy was under pressure from Cover Up to reduce the amount of public money being used by the Culture Company after squandering millions on consultants, astonomical wages and pie in the sky schemes.
He was told to reign-in the Culture Company's mounting expenditure in the run-up to 2008.
But he also personally decided to save up some money for next year's events so that 2008 would not turn into the damp squib we have all feared.
Jase planned to splurge it all on public events next year so that he could go out in a blaze of "glory" having delivered an apparently successful Capital of Culture.
Forde expressed his concern at the implications of the sweeping cuts and refused to keep quiet. (Good for him, eds) He warned the Harbarrowboy that such draconian cuts would put public safety at risk and contravene strict health and safety regulations.
But the Harbarrowboy told Forde: "I don't want any discussion about this - just get on with it."

The Echo was told (apparently by Bradley) that Ford was on "gardening leave" - a sickening and disgusting attempt to smear him.
His deputy Grant is now on long term sickness absence, as a result of the mounting pressures he was put under.
This effectively means the Culture Company has lost its senior Events chiefs at a stroke - an amazing 'achievement'. This is likely to have further implications on events in the city.
One Culture Company insider said:" Lee has never been a 'yes' man and when Jason told him to implement the cuts, he couldn't keep quiet any longer.
"He refused to put up with the incompetence. And no-one took control of the situation or did anything significant about it. It's a classic case of management failure."
Meanwhile, we can also reveal that the Harbarrowboy has been sent on 'gardening leave'. Cover Up told him to go and take a week off while the dust settled over the Mathew Street debacle.
He is due to return to the Fun Palace tomorrow (Tuesday) - but is unlikely to get a quiet reception.

WHY LEE FORDE QUIT THE CULTURE COMPANY...

EVENTS MANAGER Lee Forde quit the Culture Company because the Mathew Street budget had been slashed - threatening public safety.

The Harbarrowboy unilaterally halved the amount of money being spent on events such as Mathew Street, the Hub Festival, the Lord Mayor's Parade and the Christmas Lights switch-on.

Harbarrowboy was under pressure from Cover Up to reduce the amount of public money being used by the Culture Company after squandering millions on consultants, astonomical wages and pie in the sky schemes.

He was told to reign-in the Culture Company's mounting expenditure in the run-up to 2008.

But he also personally decided to save up some money for next year's events so that 2008 would not turn into the damp squib we have all feared.

Jase planned to splurge it all on public events next year so that he could go out in a blaze of "glory" having delivered an apparently successful Capital of Culture.

Forde expressed his concern at the implications of the sweeping cuts and refused to keep quiet. (Good for him, eds)

He warned the Harbarrowboy that such draconian cuts would put public safety at risk and contravene strict health and safety regulations.

ADVICE TO WARREN BRADLEY ON MATHEW STREET FESTIVAL: STOP PICKING AT AN OPEN WOUND

Dear Councillor Bradley,
You are making matters worse. Stop picking at the open wound you have created over Mathew Street.
Your chief executive Cover Up and your Culture boss the Harbarrowboy have created a god-awful gaping wound in Liverpool's self-esteem and cultural reputation, which you can't cure or cover up with a cobbled together rescue plan made of sticking plaster.
Stop parading your stupidity in public, in full view of the TV cameras.
You are only drawing further attention to your crass incompetence and lack of control over the fools at the council and the Culture Company.
Worse, the nightly updates on the telly and in the papers just pile on the agony for Liverpool.
You are making things worse for the city.
Stop it now. And instead, take tough action against those responsible.

IT'S OFFICIAL: AUDIT COMMISSION'S DAMNING VERDICT ON CULTURE COMPANY: 'POOR PROSPECTS FOR IMPROVEMENT'

EXTRACT FROM 2006 AUDIT COMMISSION REPORT ON CAPITAL OF CULTURE

SUMMARY....
.....6 The Council does not adequately monitor or measure value for money within cultural services. It has some information on costs but does not routinely evaluate the relationship between service quality or service outcomes and the cost.

7 There are a number of reasons why future improvement is uncertain. There is a lack of clarity around what the Council's wider ambitions for cultural provision in Liverpool will mean for local people and how it will be delivered. Planning is dominated by the Capital of Culture and it is not clear what legacy will remain after the main festival year in 2008.

8 Although improving, performance management in cultural services has been weak and the Council's performance management framework has not been effective in measuring the impact of cultural services on local people. This means that the Council cannot always judge whether its investment is having the desired effect on improving quality of life.

9 Whilst much of the funding required to deliver Capital of Culture is already in place, the Council overall has significant financial pressures and whilst medium and longer-term financial plans are being developed, this has been slow. The Council is aware that it will not be able to sustain high levels of funding for culture and through the Culture Company is looking at future funding opportunities to ensure that plans are sustainable.

* other than for Capital of Culture, there is a lack of clarity around what the Council's ambition and vision for cultural services will mean for local people and how it will be delivered;
* there is little recognition within high level corporate plans of the role of culture in delivering strategic priorities;
